The difference is the OVA is only one episode. There is no further official news or announcements regarding whether another full TV adaptation will be done since the series is relatively close to the manga as from what I have heard. If there is an official announcement for a second TV run, then yes that's a sequel. Otherwise the OVA is just your typical one-shot (or occasionally more if Highschool of the Dead starts doing what most manga titles are doing now).
Regardless, these kind of statements are the source of the problems with many shows/viewers nowadays. Everyone demands/gets hyped up when a popular/good manga series gets a manga adaptation or when a good series that follows some sort of source material like manga/light novel, etc... gets a sequel. Then people completely forget that for a manga/light novel adaptation to actually occur or a sequel to occur, the show usually attempts to follow the manga's content. However, because 95% of the current adaptations have ongoing source materials, this often results in anime original content/filler and thus the supposedly "popular" anime series ends up "disappointing" many people because they say it's not part of the original content or the show was bad because it didn't end well or something. All I can say to this is if you really expected much more for a source that isn't complete, then you weren't doing your own research. Very few shows have been able to pull off this task successfully and to be honest, the only title I can name off the top of my head is Fullmetal Alchemist. I'm sure there are more, but there's only a handful at best. Here's an example of a much demanded sequel that failed recently: Darker than Black Ryuusei no Gemini. Another one would be Tsubasa Chronicle 2 and one that I'm currently keeping my eye on is Tegami Bachi Reverse. And don't get me even started on people who are annoyed by Bleach or Naruto/Shippuden.
Also, the OVA is supposedly a sequel to the TV series that covers the mall arc of the manga, but it may also very well be a full blown fanservice episode (e.g. bath scene, etc...) so based on my previous point, don't set your expectations too high or you may just be disappointed in the end.
